Reformation of the HK governance system is needed

Chief Executive CY Leung's recent low approval ratings can be attributed to the lack of policy research and practical training for politicians, said Mr. Li Pang Kwong, director of Public Governance Programme of Lingnan University.

Li said, according to the UK highly confidential files (which had been decrypted), before entering into the guidelines of ruling Hong Kong, the government under colonial rule had spent a huge amount of capital on the in-depth study of Hong Kong’s history, culture, and social aspects.

However, since the end of colonial rule, the SAR government seriously underestimated the difficulty of autonomy rule, they lack a strong political and management base. “The lack of political elites is the fault of the present government administration system. There is a vital need to nurture a group of talented and experienced team for effective administration,” Li said at Shue Yan University on Tuesday.

Li believed it is essential for the government to develop a pool of talented individuals, so as to keep the administration system up to date.

“Instead of just training the current public administrators, it is needed to establish a formal curriculum at the University, from the level of knowledge and theory, in order to provide a more comprehensive training for a new generation of leaders of governance,” said Li.

Li also pointed out that apart from degree courses, Hong Kong should move a step forward by providing working experience and opportunities to fresh graduates and potential politicians to put their skills they have learnt into practice.

Li suggested that we should follow the examples of foreign countries, providing short-term non-civil service positions in different government departments. Take USA as an example. It offers positions for political students to work in the White House. Talented individuals will receive practical trainings, instead of only theoretical knowledge.

Up till now, the SAR Government still has many positions such as Deputy Secretary and Political Assistant failed to procure suitable candidates. Li described the present situation as "knowledge gap".

“Transformation and renewal of autonomy is needed, yet, it requires the backup from political teams,” said Li. He stated that CY Leung and his team have to reform the governance system, so as to fill the existing knowledge gap in the structure. Lee believed that the two former Chief Executives did not provide any training in respect of political talents, indirectly caused the mess of the present governance.
