【26th January, 2016 Ellen Wong】Ricky Chu, Secretary-General of Independent Police Complaints Council (IPCC), said the case of seven police officers beating activist Ken Tsang during Occupy protest was not under the control of IPCC.


During the Occupy Central protest, seven police officers beat a pro-democracy protestor. Chu said, it was treated as a criminal case, which should go through a complete judicial process before IPCC taking over it.


Chu explained, the responsibility of IPCC was to monitor whether Hong Kong police abuse its power using. IPCC tried to check and balance the power of police, gave further suggestions and opinions. After the expression, Hong Kong Police Force should handle the problems. Otherwise, it had to report to IPCC. Chu thought IPCC gained a soft power. ‘If those cases involve criminal element, there will be system to handle, in order to ensure that they will get a higher punishment,’ said Chu.
