Despite the claim of a 100M annuel loss in the TV industry, TVB Executive Director and Group General Manager Mark Lee announced that the company is not afraid of any kind of competition.

The voices urging for a new license for Free TV in Hong Kong is arousing, yet the existing broadcasters are opposing the issue of the license because, according to Lee, the "pie" within the industry would not be enlarged as the number of service providers rises.

"We welcome competitions, " said Lee, "but the presumption is everyone is playing according to the rules of the game."

He then blamed the government for failing in the role of a gatekeeper. He said that the government have to be responsible for the survival of the television broadcasting industry, and to maintain a "healthy" environment, which allows the broadcasters to develop in long run.

"If the government has a set of data, which states that the region can allow three or more TV broadcasters to survive, they should disclose the related information, and allow all competitors, not only the existing broadcasters, to fight for the license, " said the GM of TVB, " under the same condition of highly restricted rules set by the government, the industry can then survive."

He also said that if the government choose to use the free market approach to issue the license, there might be a boost in the industry, in return, as the profit would be lessened, the quality of the programmes would be sacrificed, which is "the worst case that the audiences could see".
