(Your lead starts out with Chiu panning the Finance Committee's estimation of the budget as being too conservative and nonscientific. But unfortunately, what follows in your report haven't given us a clue why it is labeled conservative and nonscientific. How does the committee estimate it? What method it employs? Hey, as a reader, I like to know. Being not flexible and prudent sometimes is a virtue for bankers.)

“The way used by the Finance Committee in estimating the government budget is too conservative and nonscientific.” said CHIU, Sin Chun, the co-host of Now business program.


CHIU said there are a lot of calculation methods for the budget. However, CHIU believe that the Finance Committee did not take the flexible way in estimating the budget. CHIU talked in details that the budget is not beneficial to Hong Kong economy and did not include any plans for raising the competitiveness. He pointed out that Hong Kong had lost the dominion of the currency rates. Thus, Hong Kong should take Switzerland as an example, which own their country currency without entering the European Union and are superior in economic field.


CHIU addressed the management of the government do not take any further steps in constructing Hong Kong. He said the government officials knew exactly what they should do but simply not doing it. On the issue of opening new taxes, CHIU said no government officials will take the responsibilities in opening new taxes in Hong Kong since it will break the low-tax tradition of Hong Kong. CHIU also pointed out that it is important for the government to review the population policy as Hong Kong do not have enough supporting facilities in facing the bombing from the Mainland. “If the government does not take immediate action, the best of Hong Kong will go abroad and the worst will stay." CHIU said.
