Time to discuss broadening of tax base

Joseph Yau, The President of The Taxation Institute of Hong Kong, believed that it is time to start discussing how to broaden the tax base in order to increase the government’s revenue.


Yau said, “it (Broadening of tax base) will not happen before 2017!” Society should start the discussion from now on, giving more time for different parties to give their opinion.


He said that introducing Goods and Services Tax (GST) is vital for the Hong Kong’s future fiscal circumstances. Although GST will affect GDP as it may discourage tourists from travelling to Hong Kong, he estimated that GDP would only be affected for the first year, while for the following years, it depends.


Yau has reservation towards how CY Leung reacted on imposing tax on visitors arriving by land as a way to curb the influx of mainland tourists. But he opposed the tax and said it will be a wrong starting point if it is discriminating the mainland tourists.


The recently released 2014-15 Budget has been criticized for reducing sweeteners while John Tsang was called moneygrubber.


In the Budget released this month, the major part of expense is on building infrastructure. However, Yau said, if Hong Kong has to bear all the expenses of infrastructure, it will be a heavy burden.
