The last Financial Budget estimated a foreseeable deficit will occur in 2009, broadening the tax base may be neccessary to cope with the problem. Joseph Yau, the president of The Taxation Institute of Hong Kong, suggested that Good and Services Tax (GST) is feasible and will be accepted, because it is usually an economic hard time when GST is propsed for the second time.

“If we want to discuss whether to broaden tax base, we need to do it in these two years,” He said in Shue Yan University yesterday.

He thought the issue may become a political weapon since general election will be discussed in 2016-17, while everyone would not discuss about it at that time.

Apart from GST, arrival tax is also suggested. Yau opposed to use it as a mean to expel mainlanders, but thought it can be discussed as a kind of tax.

"Chief Executive Leung Chun Ying said it was 'being pride before getting wealthy'," Yau said, "But I cannot see any connection between tax and economics."

Referring to other countries' experiences, he thought arrival tax is feasible, needing more detailed measures to launch.
