(If my memory serves me correctly, I think Lau emphasized on the benefit of letting in children that were born out of "two-nots" parents from China. The "two-nots" means children whose parents are not Hong Kong permanent residents but were born in Hong Kong. It is commendable for you to cite other opinions to counterbalance what Lau said.)

To solve conflicts between Hong Kong local citizens and mainland immigrants, Lau Ming-wai, Vice Chairman of Bauhinia Foundation Research Center, suggested to “make use of new immigrants”, as most of them are well educated with great potential.

“If we do nothing when number of mainland immigrants is increasing, we will lose all the things.” he said, “However, if we make use of them, we may be benefited.”

Lau suggested to introduce foreign workers from “Southeast backyard”, which means Southeast Asian countries. He thought many foreign maids are highly educated, who can achieve jobs in tertiary industries instead of being maids.

“We do not encourage input foreign workers to solve short-term problems.” He said. “Foreign workers can ease structural problems, though.”

Different organizations have opposed to the suggestions recently, stating their view that some sectors have not yet utilized their labor force, therefore, foreign labor may not be necessary.

Cheung Kin Chung, Secretary of Labor and Welfare, has promised several months ago that government need to assure local workers will not be affected if more foreign workers are introduced.

On the contrary, Lau added that the local workers’ salaries would soar without foreign workers.

“According to economic theories, employers can only increase salary if there is no competition, which in turn increase customers’ cost when purchasing goods or services.” Lau reiterated.
