According to Henry Tang, using PTU is a serious action. But former Secretary for Security Lai Hing Ning said it is very common to seek help from riot police in Hong Kong.

Last Friday in the Chief Executive's television debate, candidates for the Chief Executive Henry Tang accused another candidate CY Leung for his statement of “using PTU to suppress the demonstrators who protest against Article 23” after the July parade in 2003.

Lai explained whenever there is a potential of violence, PTU has to stand by. “The key element is what they are here for and what will they do, but not arguing whether to send them on site or not,” he said.

PTU stands by in most protest. Lai said it is a very usual arrangement of police. “The government needs little violence protection to handle uncontrollable social actions such as demonstration,” he concluded.
